Windows updates were applied over the weekend and I had to restart my computer this morning. I haven't tried connecting since then until this afternoon. I was able to connect to SQL sometime early last week. It's the only container that I'm running. I'm using a microsoft/mssql-server-windows-developer container for a local instance of SQL Server.
